This report presents an evaluation of the City and County of Honolulu’s Housing First program for 2014-2020. After 6 years, HF continues to show high retention rates and significant individual and community-level impacts – sustained even during a global pandemic. Thus, we recommend continued investment in HF and HF models for houseless individuals with mental and physical health issues on Oahu. We also recommend current and future HF programs include a technology access component to assist clients with reintegration into the community and with accessing telehealth services.
